Pollock board approves supplemental appropriation ordinance


 

 

Regular Board Meeting

November 7, 2022

The regular meeting of the Pollock Town Board was called to order at 7:30 p.m. by Board President Gjefle in the Pollock Community Center lunchroom. Other members present were Meyer, Moser, and Seymour. Absent was Fish. Also attending was finance officer Leanne Jakobsen and maintenance man Travis Vetsch.

Seymour made a motion to approve the agenda. Meyer seconded the motion. Four aye, one absent, motion carried.

The October meeting minutes were reviewed. Moser made a motion to rescind the motion made at the October 3rd, 2022 meeting that the town pay the remaining amount of approximately $4000.00 for the cost of the new sound system and panels for the community center, as the Men’s Club has offered to donate the money. Meyer seconded the motion. Four aye, one absent, motion carried.

The financial reports were reviewed. Seymour made a motion to approve the financial reports. Meyer seconded the motion. Four aye, one absent, motion carried.

In his maintenance report Vetsch reported a pump had to be replaced at the lift station. He also asked the board if more LED lights could be installed in the city maintenance shop. The board advised him to get a quote.

The delinquent water bill list was reviewed. There were six shut off letters sent. No one had to be shut off last month as all that received letters paid.

There were no comments in the period for public comment.

NEW BUSINESS:

Jakobsen reported there has been interest shown in purchasing Block 14, Lot 9 by the community center and city shop where the old football field used to be. After much discussion the board expressed concerns about trucks being able to unload coal for the community center if something was built there. Meyer made a motion to keep Block 14, Lot 9 as town property at this time. Moser seconded the motion. Four aye, one absent, motion carried.

Meyer made a motion to approve the on and off sale alcoholic beverage applications for Grumpy’s Bar and Grill and Big Daddy’s Bar. Moser seconded the motion. Four aye, one absent, motion carried.

Meyer made a motion to hold a public hearing on December 5, 2022 at 8:00 p.m. for renting the former maintenance shop. Moser seconded the motion. Four aye, one absent, motion carried.

The second reading of a supplemental appropriation ordinance was held. Seymour made a motion to approve the second reading of the ordinance. Meyer seconded the motion. Four aye, one absent, motion carried. The ordinance reads as follows:

SUPPLEMENTAL

APPROPRIATION ORDINANCE

BE IT ORDAINED by the Town of Pollock, SD that the following sums are supplementary appropriated to meet the obligations of the municipality.

Discussion was held on advertising in the SD Vacation Guide and the Missouri River Tourism Guide. In previous years the PADC and the town have shared the cost equally. Moser made a motion to pay half of the advertising. Meyer seconded the motion. Four aye, one absent, motion carried.

Jakobsen repor ted she had been contacted by the SD Department of Social Services regarding an individual doing 20 hours community service for the town. Moser made a motion to have the individual do 20 hours community service per week on a two week trial basis with certain restrictions to be discussed with the social worker. Meyer seconded the motion. Four aye, one absent, motion carried.

A public hearing was held as advertised for renting the former assembly room in the Pollock Community Center. As no one appeared to oppose, Meyer made a motion to approve the three year lease agreement for Dianna Knudson for the former assembly room for $500.00 per month. Seymour seconded the motion. Four aye, one absent, motion carried.

Information from Maguire Iron was reviewed for a complete interior and exterior water tower rehab. They will be sending additional information, so the matter was tabled until more information is received.

Meyer made a motion to declare surplus with no value several plastic and wooden chairs and children’s tables. Seymour seconded the motion. Four aye, one absent, motion carried. The items may viewed in the community center.

Seymour made a motion to pay bills. Moser seconded the motion. Four aye, one absent, motion carried.
