City of Herreid approves hiring of finance officer, maintenance personnel

CITY OF HERREID, SOUTH DAKOTA

May 23, 2022

The Herreid City Council was called to order by Mayor, Gary Weismantel, on the above date at 7:30 pm at City Hall. The following members were present: Mayor Weismantel, K. Rossow, P. Weisbeck, A. Dupper, B. VanderVorst and L. Fuehrer. Also, present were: R. Rossow; C. Dodds, Finance Officer; R. Goehring, Maintenance Supervisor; Orland Geigle, Prairie Pioneer. 

Moved by A. Dupper, seconded by L. Fuehrer to approve the agenda. All members present voted aye, motion carried.

Moved by A. Dupper, seconded by K. Rossow to appoint Robert Rossow to Herreid City Council to represent Ward III in a 1-year term for 2022. All members present voted aye, motion carried.

Mayor Weismantel read the oath to swear in officers B. VanderVorst from Ward III and R. Rossow from Ward III for the 2022 1-year appointed terms. 

NEW BUSINESS:

Liquor License- Hearing was set for June 13, 2022 for the application of the liquor license from the Fresh Start Market.

Pool Date- Pool opening date was set for June 6, 2022. The 2022 season hours for the pool will be 1-5 pm and 7-9 pm, Monday through Friday, 1-6pm on Saturday and 1-5 pm on Sunday with no night swim on Sunday. Residents will be encouraged to watch the Pool Facebook page for updates.

Annual Report- Motion made by K. Rossow to approve the City’s 2021 Annual Report, seconded by P. Weisbeck. All members present voted aye, motion carried.

Cemetery- The Fairview Cemetery was discussed by council to try and determine the best course of action to make sure the landscape is kept up, including whether to send it to bid. Council thought it would be best to seek counsel from the city attorney before moving forward with any decisions.

Paint Building- Heard the City storage building located on 2nd Avenue needs to be painted. A local resident considers it an eyesore and would like to see it painted before the plants grow, making it more difficult to paint. Council agreed that building should be painted. A. Dupper volunteered to talk to the Herreid Lumber to see if the appropriate paint was in stock or could be ordered.

Personnel- FO Dodds and Maintenance Supervisor Goehring both submitted letters of resignation to the council. No motion was made to accept the resignation letters.

Executive Session 

At 7:52 pm A. Dupper moved, R. Rossow seconded to go into Executive Session pursuant to SDCL 1-25-2 (1) personnel. All members present voted aye; motion carried. At 8:48 pm Mayor Weismantel declared the council out of Executive Session. Moved by K. Rossow, seconded by R. Rossow, to hire a new Finance Officer and Maintenance Personnel. Wages will start at $20/HR + benefit package, sign on bonus, $500 after 90 days, $1,000 after 1 year. Positions will be open until filled. FO Dodds to create flyer for Facebook, Valley Telecommunications, Prairie Pioneer and to be posted around town. FO Dodds to post positions on indeed.com. FO Dodds to stay on part-time after June 11, 2022 until July 30,2022 at the same rate as the previous finance officers of $30/HR. All members present voted aye, motion carried.

The next regularly scheduled Council meeting will be Monday, June 13, 2022 at 7:30 pm.

With no further business, meeting was adjourned at 8:48 pm.
