Board approves higher bid to rent former maintenance shop

Regular Board Meeting

January 5, 2023

The regular meeting of the Pollock Town Board was called to order at 7:30 p.m. by Board President Gjefle in the Pollock Community Center lunchroom. The meeting was rescheduled with proper notice given due to illness. Other members present were Fish, Meyer, Moser, and Seymour. Also attending were finance officer Leanne Jakobsen, maintenance man Travis Vetsch, Delores Kluckman, James Berreth, and Chris Ryckman. Kelli Ameling joined the meeting via speaker phone.

Seymour made a motion to approve the agenda. Moser seconded the motion. All aye and motion carried.

Meyer made a motion to approve the December regular and special meeting minutes. F ish seconded t he motion. All aye and motion carried.

The financial reports were reviewed. Seymour made a motion to approve the financial reports. Moser seconded the motion. All aye and motion carried.

In his maintenance report Vetsch reported MDU has been here and trimmed trees by street lights, and got all of the street lights working. Vetsch has been working on the main street lights. He also reported snow removal is going well.

The delinquent water bill list was reviewed. There were three shut off letters sent. One resident was shut off last month.

There were no comments in the period for public comment.

NEW BUSINESS:

Two sealed bids were received for renting the former maintenance shop. James Berreth submitted a bid for $300.00 per month for a two year lease. Precision Underground submitted a bid for $440.00 per month for a three year lease. Moser made a motion to accept the high bid of $440.00 per month from Precision Underground for a three year lease for the former maintenance shop. Meyer seconded the motion. Gjefle, Meyer, Moser, and Seymour voted aye, Fish abstained. Motion carried.

Board members Carl Gjefle and Sonja Seymour’s three year terms are up this year. Nominating petitions may be taken out starting January 27, 2023 and need to be filed with the finance officer by February 24, 2023 by 5:00 p.m.

Meyer made a motion to hold a combined election with the Mobridge-Pollock School if an election is necessary. Fish seconded the motion. All aye and motion carried.

Jakobsen reported Municipal Government Day at the Legislature is February 8, 2023 in Pierre, with a rib dinner on February 7, 2023 in Ft. Pierre.

A letter from The Lake Hiddenwood Foundation was reviewed. They are requesting a letter of support to Senator Bryan Breitling to support a bill which is to be introduced to the South Dakota State Legislature regarding improvements and repairs to infrastructure around Lake Hiddenwood. Moser made a motion to write a letter of support for the Lake Hiddenwood recreation project. Fish seconded the motion. All aye and motion carried.

Seymour made a motion to approve the 2023 code enforcement agreement from Code Enforcement Specialists, LLC. Meyer seconded the motion. All aye and motion carried.

A quote from Larson Electric for $1233.83 for more LED lights for the town shop was reviewed. Two LED lights would be added, and one moved, to reduce shadows. Moser made a motion to accept the quote from Larson Electric for $1233.83. Fish seconded the motion. All aye and motion carried.

A public hearing was held for renting seven s talls of t he bus shed. A s no one appeared to oppose, Fish made a motion to approve a three year lease agreement for Chris Ryckman for renting seven stalls of the bus shed at $25.00 per stall totaling $175.00 per month, and to approve Ryckman subletting no more than the cost of the lease plus insurance costs. Moser seconded the motion. All aye and motion carried.

Jakobsen presented a letter from SD Association of Rural Water Systems encouraging the town to register, at no cost, for a cost recovery program to protect the town and rate payers from a potential PFAS contamination financial burden. The EPA is in the process of establishing an enforceable maximum contaminant level, which means a system with any level of detection is likely to be out of compliance with the federal standard, which could cause a large financial impact if detected. Fish made a motion to register the town in the cost recovery program. Moser seconded thee motion. All aye and motion carried.

Employee wages were discussed. Meyer made a motion to increase full time employees Travis Vetsch-maintenance, and Leanne Jakobsen-finance, by 45 cents per hour, the two part time positions, Vina LaFave-visitor center, and Mary Peterson- dump ground caretaker, by 55 cents per hour, in order to comply with the new state minimum wage, and to leave part time seasonal help and board members the same. Seymour seconded the motion. All aye and motion carried.

The wages for the governing body and employees for the Town of Pollock, SD are as follows: President of the Board-$800.00 per year paid biannually, plus $45.00 per meeting in or out of town that pertains to town business; Trustees- $300.00 per year paid biannually plus $45.00 per meeting in or out of town that pertains to town business; Travis Vetsch- maintenance$ 34.00 per hour, paid biweekly; Leanne Jakobsen-finance-$26.15 per hour, paid bi-weekly, Vina LaFavevisitor center-$10.80 per hour, paid bi-weekly, Mary Peterson-dump ground caretaker-$10.80 per hour, paid monthly; part time seasonal labor-$17.25 per hour.

Fish made a motion to approve bills. Moser seconded the motion. All aye and motion carried.
